Regulatory Manager Department: Regulatory Affairs – Science & Innovation Division Reports to: Head of Regulatory Affairs, Japan Overview Our client, a global healthcare company, is seeking a Regulatory Manager to drive regulatory strategy and operations for consumer healthcare products in Japan. The role focuses on leading regulatory initiatives for new product development and lifecycle management across multiple categories, including OTC drugs, quasi-drugs, Foods with Functional Claims (FFC), and cosmetics. Key Responsibilities
Develop and execute regulatory strategies for new product development, including Rx-to-OTC switches and innovative formulations.
Lead regulatory activities for assigned products throughout their lifecycle.
Conduct regulatory review and approval of labeling and advertising materials.
Manage communications and negotiations with health authorities (e.g., MHLW, PMDA, CAA, local pharmaceutical divisions).
Prepare and review regulatory documentation (consultation materials, applications, responses).
Collaborate with internal and global cross-functional teams (Marketing, R&D, etc.) to ensure alignment and timely execution.
Monitor and interpret regulatory intelligence; assess business implications and compliance risks.
Build and maintain professional relationships with regulatory bodies and trade associations.
Provide guidance and mentorship to junior regulatory specialists.
Contribute to internal planning and cross-functional business projects.
Qualifications & Experience
Strong understanding of Japanese regulatory frameworks (PMD Act, labeling laws, FFC regulations).
Proven experience interacting with health authorities and managing regulatory submissions.
Excellent communication, negotiation, and project management skills.
Native-level Japanese and conversational English proficiency.
Bachelor’s degree or higher in Pharmacy, Life Sciences, Agriculture, or a related field.
Minimum 5 years of experience in Regulatory Affairs (experience in OTC and quasi-drugs preferred).
Demonstrated leadership or project lead experience.
Experience working with international or global teams.
Involvement in industry-related activities is a plus.
