It's built around finding what's possible — across new product development in OTC drugs, quasi-drugs, Foods with Functional Claims (FFC), and cosmetics — and helping bring it to market, including identifying and advancing opportunities to switch existing prescription products to OTC status. The role sits at the intersection of regulatory expertise and commercial thinking. Expect to spend as much time partnering with brand, consumer insights, and commercial teams as you do preparing submissions — reading market trends, spotting category white space, and asking "could this work as a switch?" before anyone else in the room. This suits regulatory professionals who want a seat at the innovation table, not just a role reviewing decisions made elsewhere. Key Responsibilities Regulatory Strategy & Innovation
Develop and own regulatory strategy for new product development across OTC drugs, quasi-drugs, Foods with Functional Claims (FFC), and cosmetics
Identify and advance Rx-to-OTC switch opportunities, working with commercial, consumer insights, R&D, and medical teams to evaluate pipeline viability
Assess the existing Rx portfolio for switch candidates, evaluating regulatory pathway, commercial potential, and development feasibility alongside cross-functional partners
Bring a commercial lens to regulatory planning, informed by consumer purchasing behavior and category growth trends
Health Authority Engagement
Lead negotiations and consultations with PMDA, MHLW, the Consumer Affairs Agency, and local authorities
Own the authority relationship directly, not only the submission
Prepare and review consultation materials, application dossiers, and inquiry responses
Build long-term authority relationships that support faster, more constructive outcomes
Cross-Functional Business Partnership
Act as the regulatory business partner to brand, marketing, consumer insights, R&D, and commercial teams
Contribute directly to innovation planning rather than reviewing it after the fact
Translate regulatory constraints and opportunities into terms commercial teams can act on
Align Japan regulatory strategy with global development plans in partnership with international regulatory teams
Lifecycle & Compliance
Lead regulatory activities for lifecycle management of assigned products
Review and approve labelling and advertising materials
Collect, analyze, and share regulatory intelligence; flag emerging risks early
Team & Capability
Coach and guide Regulatory Specialists
Contribute to internal planning initiatives and cross-functional projects
Requirements Must-have
Solid grounding in Japan's regulatory frameworks for OTC and quasi-drug products, including the PMD Act, labelling regulations, and FFC-related regulations
Direct, hands-on experience negotiating with health authorities (PMDA, MHLW, CAA, or local government) — not solely in a supporting capacity
Has personally led product registrations, submissions, and approvals from start to finish
A "how do we make this work" mindset over a "why this won't work" one
Japanese: native level
English: Basic daily conversational skills in English are sufficient
