Communications Strategy & Operations Senior Manager Role Purpose & Strategic Context This role sits within the Communications & Public Affairs function of a global biopharmaceutical company's Japan business — one of the organization's largest and most important markets worldwide. Japan is currently investing in a shared model for how communications capabilities are built and deployed across the organization, and this role leads that implementation. The Communications Strategy & Operations Senior Manager is responsible for turning global communications strategy and standards into a working local operating model — covering digital and social communications, media and issues management, measurement and analytics, internal and executive communications, and brand governance — so the right capability is available to the business exactly when it's needed. It's a connector role between global direction and local execution: you'll work closely with therapeutic-area communications leads and regional/global colleagues to keep Japan's communications function running efficiently, consistently, and in line with company-wide priorities.

Partner with Japan's communications leadership and therapeutic-area communications leads to align capabilities with business priorities
Support integrated planning around product launches, major data readouts, congresses, and significant issues
Enable fast access to specialist resources when business needs are highest
Governance & Operational Excellence
Apply enterprise governance, compliance, and risk-management standards to communications activity in Japan
Build processes and standards that support consistent, scalable execution
Reduce duplication of effort by driving use of shared systems and common ways of working
Measurement & Continuous Improvement
Implement communications measurement and analytics aligned to global frameworks
Use data and insight to guide resourcing decisions
Identify and lead improvements to processes, tools, and capabilities
Global & Japan Integration
Act as the main connection point between Japan and the global/regional communications capability organization
Feed Japan market insight into the development of global capabilities
Make sure Japan has access to relevant global tools, expertise, and best practice
Requirements Education
Bachelor's degree required
A graduate degree in Communications, Journalism, Business, Public Policy, or a related field is preferred
Experience
8–12 years in communications, public affairs, or a related discipline, ideally including time in a large organization with multiple business units, regions, or reporting lines
Experience adapting a global or head-office communications strategy, framework, or governance standard for use in a local market
Experience improving how a communications function operates — for example, consolidating tools or channels, standardizing a process, or leading a team through structural change
Experience advising senior leaders on communications strategy, planning, or risk — including situations where you didn't hold formal authority over the people you were influencing
Working knowledge of Japan's business, media, and regulatory environment as it relates to a regulated industry
Preferred
Experience working in or supporting an important international market such as Japan, within a global organization
Exposure to shared-services, enterprise-capability, or center-of-excellence operating models in communications or public affairs
Experience collaborating with digital, technology, analytics, or enterprise communications teams
Language
Business-level Japanese
Basic daily conversational skills in English are sufficient
